The Fayette County Housing Authority (FCHA) contracted with MEC to conduct a physical needs assessment of all housing developments under its jurisdiction. The physical needs assessment consisted of inspecting a statistically significant portion (approximately 30%) of housing units in each development to determine the existing physical conditions and corresponding improvements needed to better serve their residents and to maintain the long-term viability of the developments. To create this report, MEC inspected in excess of 500 individual housing units as well as community rooms, maintenance facilities and the central administration buildings.
MEC created the database in which all data was input including estimated costs for repairs and upgrades. The data was divided into three areas: immediate need, 1 to 5 year need, and 5-10 year need. FCHA utilized the report to make final determinations as to which units were to undergo demolition, partial demolition, repairs, conversions or upgrades based on MEC's observations, estimates and recommendations.
During the inspection process, items of an emergency nature such as inoperable smoke detectors or possible gas leaks were brought to the immediate attention of FCHA for corrective action.
